Organizations include multiple stakeholders in a complex web of connections, interests, and loyalties. The authors suggest that for each STAKEHOLDER or GROUP OF STAKEHOLDERS leaders identify:
  1. "Stake" in the issue - how is this person or group affected by the challenge? How will this person or group be affected by potential solutions?
  1. Wants or "desired outcomes" - what does this person or group WANT to see happening?
  1. Level of engagement - how important is this problem for the person or group?
  1. Degree of power - how powerful is this person or group?
